Right on all accounts. The decoration came in a pink version and this blue one. It's on the Concord shape and dates to c.1941. Nice find.
Modern?
Yes, I think that it looks very modern--much more so than many of the flower patterns that were used on the Concord shape.

Oops--glad you addressed that point directly. I didn't mean to imply that it wasn't modern. It is modern and attractive. I agree--it's a lot better than most of the florals.
